A dictionary definition of a bully is “a person who is habitually cruel or overbearing, especially to smaller or weaker people”—bully
We could substitute “bully” for “wicked” or “wicked man” in the Bible and we would be also talking about the cruel and overbearing.
Rescue me, O my God, from the hand of the wicked [i.e. bully], from the grasp of the unjust and cruel man. (Psalm 71:4)
Beloved, never avenge yourselves, but leave it to the wrath of God; for it is written, “Vengeance is mine, I will repay, says the Lord.” (Romans 12:19)
Many are the pangs of the [bully]; but steadfast love surrounds him who trusts in the Lord. (Psalm 32:10)
The [bully] sees it and is angry; he gnashes his teeth and melts away; the desire of the [bully]comes to nought. (Psalm 112:10)

Essentially, as is the case for the wicked, so a person ought to regard and admonish a bully.
A bully, like the wicked, will writhe with internalized pain because of the festering unrest that exists within. God tells us that we are to trust in Him to protect us and take control of a situation, even if we are to warn those who strike out at others when venting their inner frustrations.
God loves everybody and desires every person to come to salvation and the knowledge of the truth. While those trained in psychology might recognize that people project their desires and pains onto others, the Bible effectively tells us the same thing about the wicked man, whom we have called the bully—a person who is cruel and overbearing.
How often do we hear people pronouncing judgment upon others, while quoting Scripture to support their view. Sadly, such people overlook that God desires all men to come salvation. God’s kindness and goodness is meant to bring people to the recognition that the Creator desires to provide an inheritance for all who repent.
- Or do you presume upon the riches of his kindness and forbearance and patience? Do you not know that God’s kindness is meant to lead you to repentance? (Romans 2:4)
- The Lord is not slow about his promise as some count slowness, but is forbearing toward you, not wishing that any should perish, but that all should reach repentance. (2 Peter 3:9)
- Come now, let us reason together, says the Lord: though your sins are like scarlet, they shall be as white as snow; though they are red like crimson, they shall become like wool. If you are willing and obedient, you shall eat the good of the land; but if you refuse and rebel, you shall be devoured by the sword; for the mouth of the Lord has spoken. (Isaiah 1:18-20)
