There are many people who call themselves Christians. But not all people, who call themselves such, are Christians in the same way as the Bible uses the term. Christians are those who belong to Christ through rebirth. They are not those who are born into a culture that is referred to as Christian.
- King Agrippa, do you believe the prophets? I know that you believe.” And Agrippa said to Paul, “In a short time you think to make me a Christian!” And Paul said, “Whether short or long, I would to God that not only you but also all who hear me this day might become such as I am—except for these chains.” (Acts 26:27-29)

Why would God want to torture babies in Hell? To be cast into Hell requires a person to have their name blotted out of the Book of Life.
- But now, if thou wilt forgive their sin—and if not, blot me, I pray thee, out of thy book which thou hast written.” But the Lord said to Moses, “Whoever has sinned against me, him will I blot out of my book.” (Exodus 32:32-33)
- And I saw the dead, great and small, standing before the throne, and books were opened. Also another book was opened, which is the book of life. And the dead were judged by what was written in the books, by what they had done. And the sea gave up the dead in it, Death and Hades gave up the dead in them, and all were judged by what they had done. Then Death and Hades were thrown into the lake of fire. This is the second death, the lake of fire; and if any one’s name was not found written in the book of life, he was thrown into the lake of fire. (Revelation 20:12-15)
Obviously, it would be difficult for a baby to sin, because to sin against God, one has to know what is right and what is wrong; what is good and what is evil.
- And calling to him a child, [Jesus] put him in the midst of them, and said, “Truly, I say to you, unless you turn and become like children, you will never enter the kingdom of heaven. Whoever humbles himself like this child, he is the greatest in the kingdom of heaven. (Matthew 18:2-4)
- But Jesus said, “Let the children come to me, and do not hinder them; for to such belongs the kingdom of heaven.” (Matthew 19:14)
To be a Christian, one needs to repent from sin and be born into the Kingdom of God. However, when it comes to children, it appears that because they have not yet sinned, that the Kingdom of God belongs to them. Once a person has knowingly sinned against our Heavenly Father, then unless they are forgiven, then he or she will not be permitted into the Eternal Kingdom.
As for babies being tortured in Hell, only a person who is ignorant of the goodness of God and His purpose would think that this would happen.
